Evaluasi Keselarasan Maqasid Syariah Dengan Tata Kelola PMO Directive Dalam Megaproyek Infrastruktur XYZ
"Goal: This research aims to evaluate the alignment of the Project Management
Office (PMO) Directive governance in the XYZ infrastructure megaproject with
the principles of Maqasid Syariah. The study addresses a gap in the literature by
integrating a modern project management framework with Islamic ethical values to
measure project success holistically.
Method: The research uses a qualitative approach with an instrumental case study
design, grounded in an interpretive-constructivist paradigm. Data was collected
through triangulation, in-depth interviews with 18 key informants (regulators, PMO
implementers, contractors, and Sharia experts), observation, and document
analysis. Data analysis was conducted using a theory-driven reflexive thematic
analysis, with the five pillars of Maqasid Syariah (hifz al-din, hifz al-nafs, hifz alaql, hifz al-nasl, and hifz al-mal) serving as the analytical lens.
Fact/Finding: The findings indicate that the PMO Directive effectively controls
the project but faces challenges related to decision-making centralization (singlepoint decision-making) and the risk of cost overruns. Nevertheless, the project has
shown initial alignment with the principles of Maqasid Syariah through financial
transparency, consideration for occupational safety (hifz al-nafs), and public
involvement in social impact evaluations. The implementation of Maqasid Syariah,
however, has not been fully structured as a measurable evaluation tool. The study
concludes that strengthening governance, transparency, and value-based public
participation is necessary to achieve sustainable and beneficial project success."
