Peran Kebijakan Dan Literasi Halal Dalam Membentuk Niat Dan Perilaku Kewirausahaan Syariah Di Zona Kuliner Halal, Aman, Dan Sehat
"Goal: This study examines the influence of public policy, self-efficacy, and halal literacy on
the intention and behavior of halal entrepreneurship within Indonesia’s Halal Culinary Zones.
Method: Using a quantitative, cross-sectional survey, data were collected from micro, small,
and medium enterprise (MSME) owners across 21 designated locations. The Partial Least
Squares–Structural Equation Modeling (PLS-SEM) technique was applied for analysis.
Fact/Findings: Results indicate that public policy is the strongest determinant of
halalpreneurial behavior, exerting both direct effects and indirect effects through intention.
Intention significantly predicts behavior, confirming its role as a critical intermediary. Selfefficacy positively affects intention but shows an inconsistent relationship with behavior,
suggesting the presence of an intention–behavior gap. Halal literacy does not significantly
influence either intention or behavior, implying that knowledge alone is insufficient to stimulate
entrepreneurial action without enabling contextual support. These findings underscore the
importance of supportive policy frameworks in fostering halal entrepreneurship, while
highlighting the need to address the gap between entrepreneurial intention and actual practice"
