Pembiayaan Sukuk Sebagai Alternatif Pembiayaan Pembangunan Infrastruktur Hilir Gas Bumi Di Indonesia Dengan Analytical Network Process (ANP)
"Under Current Indonesia Energy Policy, government has not been able to
overcome the problems of fulfillment of existing energy needs. One of the main
candidate to fill energy gap in Natural Gas. Data showed that the demand for
natural gas has increased since the 2000 especially for industrial, commercial and
electrical sectors also household. However, for household customer, the
increasing demand has not been followed by sufficient supply from producers.
This has become one of the challenges for the government in managing natural
gas for energy in Indonesia.
This study examines the constraints faced by the government and downstream
operators in the utilization and distributionof natural gas both in production and
exploration to fit the planned delivery schedule. This study also examines the
constraints emerge in each region in utilizing natural gas from both from national
product and imported whick meet Indonesian Standard. Furthermore, this study
also exploring sukuk as an alternative financing for downstream infrastructure
development of natural gas. Thus a fair and win win solusion will be obtained
both for operators, consumer of natural and investors.
This study use Analytical Network Process (ANP) method incorporating indepth
interview to seven experts in the field by submitting questionnaires related to the
problems and proposed solution. The data obtained is processed using Super
Decission 1.6.0 software.
This study showed that government policies and financing profitability is the top
problem priority. For the solution, the government should have a consistent and
comprehensive policy in the utilization of natural gas for domestic purposes. The
development of natural gas downstream infrastructure should be started with good
planning, so that an economic production scale can be met. However, sukuk is not
in the top priority as an alternative financing for the development of downstream
natural gas infrastructure in Indonesia."
