Objective: This study aims to analyze the level of legal literacy among MSME actors at Babakan Madang Market in dealing with thuggery, and to formulate preventive strategies. Thuggery in the form of illegal levies and intimidation is often tolerated due to a lack of legal awareness among traders. Method: Using a qualitative juridical-empirical approach, data were obtained through interviews and field observations. The results show low legal awareness and limited access to legal protection. Results/Findings: This study recommends community-based legal education and collaboration with legal aid institutions to create a safer and fair business environment
