Goal : To describe the implementation of asset valuation data collection and reporting into the ELSA PK system of the Ministry of Finance at KJPP Karmanto & Rekan Surabaya Branch, identify technical and administrative challenges, and evaluate the system’s effectiveness in improving work efficiency and regulatory compliance. Methods : This study employed a qualitative descriptive method using interviews, observations, and document analysis. Primary data were obtained from administrative staff, surveyors, and reviewers, while secondary data came from regulations, internal documents, and relevant literature. Fact/Finding : Digital transformation in the public appraisal sector encourages the adoption of e-Government systems to improve efficiency, transparency, and accountability in asset valuation reporting. This study examines the implementation of data collection and reporting through the ELSA PK website of the Ministry of Finance at KJPP Karmanto & Rekan Surabaya Branch. The objectives are to describe the digital reporting process, identify technical and administrative challenges, and evaluate the system’s effectiveness in enhancing work efficiency and regulatory compliance. This research employs a qualitative descriptive method through interviews, observations, and document analysis, using primary data from administrative staff, surveyors, and reviewers, as well as secondary data from regulations and internal documents. The findings reveal that the implementation of ELSA PK reporting at KJPP is structured and adaptive to the new policy allowing on-demand submissions. Cross-division collaboration plays a vital role in success, while the main obstacles are incomplete client documentation and technical issues with the system. The study recommends establishing detailed internal SOPs, providing client education, and improving system integration to minimize reporting barriers.
