ANALISIS PENGURAIAN MASALAH UTANG LUAR NEGERI PEMERINTAH INDONESIA TAHUN 2000 -2013 DAN SOLUSINYA DALAM EKONOMI ISLAM : PEDEKATAN ANALYTIC NETWORK PROCESS (ANP)

Stages of economic development is to be conducted by a nation. In Indonesia, the lack of capital resources in the country to make the government must bring economic resources (capital) from other countries, one of them with the government's foreign debt transactions. But the journey is supposed to cover debts budget deficit, instead burdening Revenue Expenditure Budget (Budget). Along the way accumulating foreign debt and a new problem. On the other hand the development of an Islamic economic system brings a new breeze to the problem of foreign debt. This study aims to analyze the problems that occurred on foreign debt and the solution in the Islamic economic perspective with the approach of Analytic Network Process (ANP).
Results of the study show that there are three issues that the government's foreign debt in the sector of administration, management and payment. Priority key issues occurred in the management sector, followed by administration sector and successive payment. Meanwhile for each priority level solution with sector management The issue now, administration and payment. In particular, the dominant priority issues on the Government of Indonesia's foreign debt is 1) moral hazard, 2) adverse Agreement and 3) Revenue less. As for the main solutions that can be taken are 1) Improved management, 2) Revised agreement and 3) increase in revenues.
